Why will your 1998 Malibu will turn over but not crank?

Turn over and crank mean the same thing, the starter is functioning but the engine will not run on its own.
There are 3 things your engine needs to operate, fuel, air, spark.
The absence of any one of these will do what you describe, so listen for the fuel pump, check the filter, check for spark at the plugs, see if the maf is bad or any one of the intake sensors like the tps is malfunctioning.
Try to narrow the problem down to one system and ask your question again, someone will be more able to help you when the problem is not quite so vague as it now is.
