Answer
also check the ignition cylider to see if its worn. if it is the theftlock system doesn't recognize the key it will disable starting
Answer
The clicking is your starter motor, what happens is the starter gets jammed when it is old and it will get stuck on the outside casing of the motor, try to unjam it by lightly tapping on it with a hammer while trying to start it, be carefull of your radiator fan.
Answer
Yes, it could be the neutral safety switch. It could also be the key switch or a bad connector somewhere between the key and the starter. It could also be a bad connection in the large cable between the battery and the starter. Don't absolutely eliminate the starter as the source of the problem unless you have thoroughly checked it out and are able to start the car using some kind of jumper wire to the starter. If you don't already know how to do that, don't try it.
As to the cost, it could vary between quite a range depending on how long it takes for a shop to find the problem and the cost of the parts that need to be replaced. Anywhere from $25 up to several hundred.
