In Pennsylvania:

After recieving a valid class C drivers license, A 16 year old may apply for a MC learners permit. Another 6 month wait and 50 hours driving time must be completed. So, a 16 year old may obtain a permit, but state mandated waiting times will cause a person to be at least 17 before being able to obtain a regular MC license.
