Utah adverse possession says duration of possession is seven 7 years and you must pay taxes on land for the 7 years- but does that mean you have to have been paying tax or you pay after you claim?

Without looking it up, I would say you need to have been the one paying the taxes, or the successor of such a person. If nobody has paid the tax, then the owners of record would have less reason to know anyone is about to claim adverse possession.

It's pretty hard to justify seven years of failing to notice you weren't getting any tax bills on your taxable property, or that they were "magically" getting paid.
