I had a simular problem with a 1998 Chevy Malibu. I found the PCM fuse in the drivers side fuse panel had no power. I talked to the dealer and aparently the power distribution drawings they have are incomplete. I put a jumper wire between the radio fuse and the PCM fuse. The instrument cluster came on and the engin will start. We are still running on the jumper wire until I can find more information on the problem.
