Do both the inner and outer bulbs on a 2000 Chevy Malibu come on when the brakes are applied or just the outer bulb?

No they don't. Usually only one filament burns for the turn signal and the same one is used for the brake lights. These are just interupted when using the TS since you have two lights for the rear brakes this still give an indication of stopping and signalling.
